The United States International Trade Commission (USITC) an independent, quasi-judicial federal Agency established by Congress, has broad investigative responsibilities on matters of trade.  The Commission is issuing a combined synopsis/solicitation in accordance with FAR Part 12, Acquisition of Commercial Items.  The objective of this solicitation is to procure the services of a contractor who shall analyze and examine the causes of discrepancies in existing International Input-Output (IIO) tables and determine their impact on Global Value Chain analysis, and to produce improved IIO tables. The following FAR Clauses, including all addenda, apply to this acquisition:  FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4-Contract terms and Conditions-Commercial Items; and FAR 52.212-5-Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. 

This announcement, as supplemented with additional information herein, constitutes the only solicitation.  A separate solicitation document will not be issued.  The applicable North American Industrial Classification Code (NAICS) for this procurement is 541690, Other Scientific and Technical Consulting Services. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-69, effective August 1, 2013.  This is an unrestricted solicitation, open to both small and other than small business.

As a result of this solicitation, the USITC anticipates awarding one single Firm Fixed Price Purchase Order for the anticipated period of performance of one nine (9) month base period.  Note that the solicitation includes one nine (9) month option period, for a possible maximum performance period of 18 months.
