SCOPE: Blanket Order to provide general auto repair services and parts with discount from list on parts for transportation services at Texas A&M University located in College Station, Texas. Upon award, agreement will be valid for a period of five (5) years from date of award. The resulting pricing is to be extended to Texas A&M University (Texas A&M) and the Texas A&M university System parts (A&M System). In addition to the extension of the pricing to Texas A&M and A&M System parts, bidders are requested to extend the pricing and all terms and conditions offered in their bid to State Agencies listed as institutions of higher education as defined by Section 61.003, Education Code, Government Code Section 2155.134. Pricing may also be extended to other institutions of Higher Education and State Entities. In the event an award is made, the individual entities and agencies may or may not elect to use the agreement. Orders will be placed on an as needed and delivered in quantities requested by each ordering department. Any unused quantities as of August 31, 2021 shall be considered cancelled. Payment/Invoicing: Payment shall be Net 30, Upon receipt of invoice and acceptance of order. All invoices shall reference List Price, Discount Rate offered, Price to be paid, Item Description and purchase order assigned. All credit memos shall reflect the purchase order number and the original invoice number in which charge was initiated. Insurance Requirements: It is understood that all equipment and material supplied by the vendor shall remain their property until such time as accepted by the end user. Prior to acceptance, the vendor shall protect all materials with the appropriate insurance against theft or other loss or damage. The successful bidder will be required to provide proof of insurance in the amounted indicated within Attachment A. The University System shall be listed as an additional insured party under each policy of insurance covering this project. Delivery: Service and delivery are very important to Texas A&M University, Transportation Services. Vendor shall maintain sufficient inventory to provide a maximum of three (3) day delivery. Delivery shall be expected Monday through Friday of each week. Texas A&M University may request overnight deliveries for parts for an additional charge to Texas A&M. Vendor may be required to stock products to ensure the delivery requirements are met. All items are to be shipped F.O.B. – Destination. Freight Prepaid and Allowed. Vendor shall be responsible for any and all freight claims. All orders, for parts, components and assemblies, not delivered to Transportation Services parts room within time specified above may be cancelled and purchased from another vendor source unless: -Prior approval is given for an extended delivery date by Transportation Services -The order states an extended delivery date -The part ordered by the supplies is lost in shipment not by fault of the supplier and Transportation Services agrees to accept the late delivery Award In accordance with Texas Education Code 51.9335, Texas A&M University shall make the award based on, but not limited to, the following best value criteria: - The purchase price; - The reputation of the vendor and of the vendor's goods or services; - The quality of the vendor's goods or services; - The extent to which the goods or services meet the institution's needs; - The vendor's past relationship with the institution; - The impact on the ability of the institution to comply with laws and rules relating to historically underutilized businesses and to the procurement of goods and services from persons with disabilities; - The total long-term cost to the institution of acquiring the vendor's goods or services; - Any other relevant factor that a private business entity would consider in selecting a vendor; and - The use of material in construction or repair to real property that is not proprietary to a single vendor unless the institution provides written justification in the request for bids for use of the unique material specified. Other relevant factors deemed necessary to evaluate the offer and determine the best value for the University: - Vendor’s ability to meet the minimum specifications; - Delivery requirement; - The quality, availability and adaptability of equipment offered to required application. - Minimum order; - References; - Escalation percentages - Sample(s), if requested - Presentation(s), if requested - Insurance Requirements By submitting a bid in response to this solicitation, bidder agrees to the selection and award process, and accepts Texas A&M University’s judgment and decision of award. Texas A&M reserves the right to accept or reject any or all bids, waive informalities and technicalities, and accept the offer considered the most advantageous to the University. Texas A&M reserves the right to make the decision as to the system, product or service best meets the minimum specifications and best suits the needs of the University.
