THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation EA18-00120 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-96.

The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) has a requirement for DirecTV television services to be provided by an authorized DirecTV dealer, for Fourteen (14) NOAA Ships. The Period of Performance for the base year is requested by December 1, 2017 through November 30, 2018 with two (2) consecutive Option Years.

The Government will award a firm fixed price contract based on lowest price.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 515210, Cable and Other Subscription Programming, with a business size standard of $38.5 million.

Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. A completed copy of the representations and certifications at FAR 52.212-3 starting on page 13 of this solicitation.
6. Proof of authorization to provide DirecTV services.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on November 27, 2017; any award resulting from this RFQ will be made based on the lowest price technically acceptable. All questions must be submitted in writing to [email protected] by 11:00 A.M. Eastern on November 22, 2017. Telephone inquiries will not be honored. The anticipated award date is on or about November 29, 2017.
