PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source fixed price contract with Thermo Electron North America LLC. 5225 Verona Rd. Madison Wisconsin 53711, for the purpose of procuring specialized laboratory instruments. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees.

The FBI Laboratory's Chemistry Unit has a need to procure a Dionex Ion Chromatograph system with Quaternary gradient pumps that will interface with Thermo Fisher Scientific ICap Q ICP /Mass Spectrometer to be used in the Toxicology Group of the Chemistry Unit for the analysis of low level toxicological analysis and poison-related investigations. Currently the laboratory is using the ICap Q ICP/Mass Spectrometer and the IC will further enhance the capabilities of the case working unit.

Technical requirements are as follows:
• Ion Chromatograph
• Unit must be able to be coupled to the ThermoFisher Scientific ICap Q ICP/MS
• Unit should be interfaced with the proper drives to be fully integrated into Qtegra software and function as a single unit
• Gradient pump with degasser
• Refrigerated autosampler
• Column oven

Based on market research, it has been determined that Thermo Electron North America LLC. is the sole distributor of the Dionex Ion Chromatograph system and therefore it is the only company capable of fulfilling this requirement.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 25 January 2018, by e-mail to the attention of Eliana York, Contracting Officer, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.

A Justification and Approval (J&A) supporting this procurement is available upon request.

Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
