The Executive Office of the President intends to award a Firm-Fixed-Price Purchase Order to Dow Jones & Company, Inc. on a sole source basis in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 13.106-1(b)(1)(i), only one source reasonably available. The period of performance will be for five years inclusive of four one-year option periods.

The objective of this requirement is to procure digital subscriptions to Factiva News and Risk & Compliance database.

This is not a request for competitive quotes and no solicitation is available. All responsible sources may submit a capability statement, which the government shall consider. The response must be in writing with clear and convincing evidence to support the respondent's ability to provide timely and effective services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes.
