The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with the Original Equipment Manufacturer (OEM), Werlatone, Inc. for Ultra High Frequency/Very High Frequency Digital Modular Radio (DMR) components used for integration within Radio Communication Systems.

Werlatone is the sole designer, developer, manufacturer, and distributor of the DMR components and is the only source with the requisite knowledge, experience and technical expertise to provide the required equipment. In accordance with Acquisition Method Code 2871, the Government is mandated to acquire items directly from the actual manufacturer, whether or not the prime contractor is the actual manufacturer.  As such, the Government is required to contract for these DMR components with Werlatone.

The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.  However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
