This is a presolicitation notice to provide for development of Terahertz Spectroscopy based on Hot Electron Bolometer Technology for the National Institute of Standards and Technology (NIST). The description of the services being procured are as follows: 1. Optimize a quasi-optical dielectric lens system for coupling 850 gigahertz signals to hot electron bolometer heterodyne detectors; 2. Develop and integrate a micro-electromechanical systems mirror device for stirring terahertz signals into the quasi-optical lens system; 3. Integrate a cryogenic cooler;
4. Design a high quality factor terahertz cavity for broadband spectroscopy; and 5. Prepare and submit a conference paper on the integrated cryogenic system. This procurement is unrestricted and open to all sources. The associated NAICS code is 611310. The business size standard is $6.5 Million. The period of performance shall be from June 15, 2009 through September 15, 2009. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR). All offerors must submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. The RFQ will be made available only on the Federal Business Opportunities website http://www.fbo.gov and is scheduled for issuance on or about June 4, 2009. No paper copies will be issued.
