The Naval Surface Warfare Center Panama City Division intends to award a sole source firm fixed price purchase order to Eminent Technology Inc., 225 East Palmer Ave, Tallahassee, FL 23301 for the development of rotary subwoofer technology.  The purchase is to advance the development of rotary subwoofer technology, in particular the Grob 109 aircraft propeller/hub combination; Produce sound files and then validate said technology against exploitation-driven acoustic countermeasure requirements; Quantify new hub and propeller configuration for potential use in a Unmanned Aerial Vehicle (UAV) to meet (weight, thrust, horsepower requirements).  The period of performance will be for 12 months after award of the order.  This procurement is sole source for the following reasons.  The technologies being investigated are proprietary to Eminent Technology Inc. and were developed as part of a Defense Research Project Agency (DARPA) Battlefield Helicopter Emulator (BHE) proof of concept prototype.  There is no other source that can meet the requirements.  Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018.   NAICS Code:  541712 FSC:  AC62 SBA Size Standard:  500 employees.
