itle: Development of Population Models, Analysis & Reporting of Monitoring Projects Related to Tide Gates, and Monitoring Salmon Populations
***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for development of population models, analysis and reporting of monitoring projects related to tide gates, and monitoring salmon populations. In order to perform the required services, the contractor must possess the combination of 1) estuarine research experience, 2) expert knowledge of juvenile salmon, 3) Greater than 10 years data on juvenile salmon use of estuaries, and 4) monitoring data of fish-friendly tide gates. Market research indicates that SRSC is the only known vendor that can perform all of the elements to meet the Government's requirements. Delivery date shall be October 31, 2011.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
