NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER:  The Army Contracting Command (ACC) - Aberdeen Proving Ground (APG), Edgewood Contracting Division (ECD) intends to solicit and negotiate with one source, Meso Scale Diagnostics, LLC located at 1601 Research Boulevard, Rockville, MD  20850-3126.  The North American Industry Classification System Code (NAICS) is 325413 and the size standard is 500 employees.

Research Services and Supplies to develop multiplex ECL assays:  The United States Research, Development and Engineering Command (RDECOM) Environmental Monitoring Laboratory (EML) has a requirement for multiplexed ECL assays based upon and including assays already used for the detection of biological agents.  Edgewood Chemical Biological Center (ECBC) evaluates environmental samples.  A Multiplexed Electrochemiluminescence (ECL) instrument and assays specifically designed to be used in conjunction with the instrument have been validated and approved for use.  Currently, the EML uses the Meso Scale Defense (MSD) PR2 1800 platforms.  The services and supplies procured are to include manufacturing of the plates and reagents as well as reporting, pilot lot manufacturing, quality control and delivery of plates of each multiplexed assay.  The Government does not possess the technical data package (TDP). 

The proposed effort will be solicited on the basis of other than full and open competition pursuant to FAR 6.302-1(b), only one responsible source and no other supplies or services will satisfy agency requirements.  The proposed effort will be procured in accordance with simplified acquisition procedures.  

No solicitation package will be issued.  This Notice of Intent is not a request for competitive proposals; however, any firm that believes it can meet the specifications above may give written notification to the point of contact(s) below no later than 12:00 pm noon (EST) on 25 Sept 2015.  Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.  Telephonic inquiries will not be accepted.
