This is a Notice of Intent to place a sole source order with Spatial Inference Enterprises LLC(SIE) of Bow, New Hampshire. 

This action is pursuant to 41 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement.  The Natural Resources Conservation Service (NRCS) National Soil Survey Center located in Bow, NH has a need for the development, enhancement and testing of the Arc Soil Inference Engine Software (ArcSIE).   Specialized skills are necessary to the successful continuation and completion of the project.  Dr. Xun Shi is the creator of ArcSIE and has been the Principal Investigator at Dartmouth College for previous contracts. Sartmouth College transferred the rights of the ArcSIE software to SIE LLC, March 12, 2012 in accordance with the policy of the Dartmouth Technology Transfer Office.  The purpose of Dartmouth's Technology Transfer Office (TTO) stems from Public Law 96-517, the Bayh-Dole Act which postulates that the inventions from Federal Government sponsorship and assigned to the university, must be actively transferred to the private sector for the benefit of the general public.  Dr. Xun Shi is the owner f SIE LLC.

It is the intent of NRCS to use the services of SIE, LLC becuase it is the primary developer of this software, and would need to provide extensive training on the software development and operation of the program to familiarize someone witht the ArcSIE Software.
