The Federal Bureau of Investigation intends to negotiate a one-time, sole-source, fixed-price contract with Kippur Corporation, dba Southwest Border Incineration, LLC, 6401 S. 33rd Street, McAllen, TX 78503, for the purpose of destroying via incineration, evidentiary items to include soft/hard drug, general/paper, and digital/electronic media devices. This is a Total Small Business Set Aside. Market research conducted failed to yield any other qualified, responsible companies within a logical distance, that can provide incineration destruction of all aforementioned evidence types required. With the exception of Southwest Border Incineration, LLC, companies identified either were not small businesses, were not within a logical distance for transport of items and/or could only provide destruction of some but not all evidence types. This would necessitate the service of multiple vendors to perform the service, which significantly increases costs, exhausts available personnel and resources required to transport and secure evidence items, and poses potential security issues. Southwest Border Incineration, LLC is a small business concern that meets regulatory destruction requirements, is within a logical distance for item transport, is capable of providing destruction of all evidence items within the time frame required and is cost effective relative to the IGE conducted.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Laurissa Jefferson, email address: [email protected], by Tuesday, May 4, 2021 at 4:00pm EST. Only emailed responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors must be registered and active in SAM.gov to receive Government contracts.
