Q1. Will the project focus only on the two areas indicated in Section D.1.2.3 Project Profile of the RFQ:
Airlines and Airports Executive Management Development Training
Air Traffic Management Executive Training

(A) Yes.

Q2. Please clarify the deadline for the submission of final report:
Section D.1.2.3.3 states that all deliverables are required to be submitted by January 31, 2017;
Section D.1.2.3.4 states that if it is anticipated that the Final Report cannot be submitted within three weeks, the Contractor shall immediately contact the COR to discuss the reasons for the delay.
Section D.1.3 states that the Period of Performance for the contract shall be six months from date of Contracting Officer's signature on the contract.

Q3. Is the Project a response to a SOW/TOR or was it originally submitted as an unsolicited proposal?

(A) The project is in response to a proposal developed by CAAC and a U.S. firm.  CAAC is CIVIL Aviation Administration of China.
