Design Services for Calero Dam Seismic Retrofit Project Description of Work: The Santa Clara Valley Water District (Valley Water or District) is seeking a qualified Consultant (Consultant) to prepare designs, specifications, construction documents and cost estimates for the Valley Water’s Calero Dam Seismic Retrofit Project (Project). The conceptual project design has been developed during the planning process and is presented in the report, “Planning Study Report (PSR)” dated April 2015, prepared by GEI Consultants. The conceptual project design shall be used as a starting point of detailed design. The Consultant will incorporate refinements and changes to the concepts depending on its further investigations, analysis, and other regulatory and Valley Water requirements. The goal of these activities is to create an efficient, cost-effective, and permissible design approved by the Division of Safety of Dams (DSOD) and other regulatory agencies. The Consultant design services will support the Project objectives to make improvements necessary to: 1. Stabilize the Calero dam for Maximum Credible Earthquake (MCE) loading predicted at the site. 2. Raise the main dam and auxiliary dam to allow the Probable Maximum Flood (PMF) to safely pass through the spillway, with sufficient freeboard to prevent overtopping the dam structures. 3. Replace the outlet works with a larger capacity outlet. The new outlet is planned as a carrier pipe in an oversized tunnel through the left abutment of the dam. The outlet shall connect to a new sloping intake. The capacity of the outlet pipe shall provide DSOD emergency drawdown criteria considering a potential future raise and storage increase of Calero reservoir. 4. Breach Fellow’s Dike and relocate all historic structures or archive / record and then demolish the historic structures. 5. Upgrade Right Abutment Seepage Drainage and Monitoring System. 6. Resolve other dam safety deficiencies that may not have been identified in the Planning Phase documents and that may be identified during the Design Phase of the Project. Project Objectives: A. Stabilize the Calero Dam embankment (Main and Auxiliary) to withstand a Maximum Credible Earthquake (MCE). B. Implement improvements as necessary for the Dam system to safely pass the Probable Maximum Flood (PMF). C. Ensure that at a minimum the outlet works, and hydraulic control system meet the DSOD emergency requirements. D. Design the Outlet Pipe and Tunnel capacity to support a potential future expansion of the reservoir storage. E. Breach the Fellow’s Dike and relocate all historic structures.
