The Smithsonian Astrophysical Observatory (SAO) requires the design, fabrication, testing, and delivery of the Adaptive Optics Phasing Camera (AOPC) H2RG Cryostat Assembly. The AOPC H2RG Cryostat Assembly is an inverted liquid nitrogen dewar with an integral optics bench cold plate assembly, Vacuum Assembly Case, lens mounts, filter wheel assembly, radiation shields and vacuum pump port.

Proposals are to be prepared in accordance with the attached Instructions.

A firm-fixed price contract for this procurement is contemplated. Offers will be evaluated on (1) Ability to meet Cryostat Assembly performance requirements as outlined in S-AOPC-200; (2) Demonstration of capability to fabricate the cryostat assembly based on recent past performance on programs with similar requirements; (3) Proposed fabrication schedule with backup information which supports the validity of the proposed schedule; and (4) Proposed price.

The firm date for receipt of proposals is 16 August 2011 at 5:00 PM (EDT). The anticipated award date is on or about 1 September 2011. The anticipated delivery date for the assembly will be in 2 stages. Stage 1 will be 6 weeks after receipt of award and Stage 2 will be 16 weeks after receipt of award. Delivery is F.O.B. destination, Cambridge, Massachusetts. The North American Industry Classification (NAICS) code and size standard are 333314 and 500 employees, respectively. All qualified responsible sources may submit an offer, which will be considered by the SAO. This procurement is being conducted using the methods described in the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures.

Oral explanations or instructions given before the award of a contract will not be binding. Any information given to a prospective Offeror concerning a solicitation will be furnished to all prospective Offerors as an amendment of the solicitation, if such information is necessary to Offerors in submitting offers or if lack of such information would be prejudicial to uninformed Offerors. Questions SAO may have otherwise answered may not be answered if submitted too late to permit transmittal to all potential Offerors reasonably in advance of the due date.
