PRE-SOLICITATION NOTICE Solicitation Number W917BK-08-R-0079 Design & Construct Regional Commando Battalion at Shaiba Basrah Province, Gulf Region Division South District The U.S. Army Corps of Engineers, Gulf Region Division South (GRD-S) has a competitive requirement for a design build contract to support the Multi National Security Transition Command – Iraq (MNSTC-I) Iraq. This requirement will be solicited on a full and open competition basis pursuant to FAR Subpart 6.1, Full and Open Competition. The resultant contracts will be Firm Fixed Price Contracts. Solicitation documents will be available on or about 19 August 2008 and the approximate due date for proposals will be 19 September 2008. These dates are subject to change. Proposals will be evaluated and award shall be made utilizing “Best Value Tradeoff”, where all evaluation factors other than cost or price, when combined are approximately equal to cost or price, in accordance with FAR Subpart 15.3, Source Selection. The magnitude of construction for the projects is more than $10,000,000 in accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects. The Contractor shall comply with host country prescribed laws, policies and procedures for performance of services.
