The Naval Facilities Engineering & Expeditionary Warfare Center (EXWC) in Port Hueneme, California intends to solicit services to Design and Procure a Battery Energy Storage System (BESS) for Installation at Building 372 in Port Hueneme, California.  This project will demonstrate and validate a BESS to improve sustainability and resiliency of naval critical facilities; and evaluate the feasibility of replacing emergency standby diesel generators with clean energy BESS to reduce emissions that degrade the quality of air as well as reducing environmental regulatory and permitting requirements.

The scope of this contract includes design and procure a BESS for installation at Building 372 in NBVC Port Hueneme, California. Contractor shall prepare a Demonstration Plan for evaluation and validation of system performance and provide technical support for system installation and commissioning. System installation will be performed by NAVFAC EXWC.  Specific tasks are described below:

  1. Collect site data needed for the system design and installation.
  2. Design a BESS for installation at Building 372. Provide all necessary engineering drawings and specifications for the procurement and installation of BESS, including but is not limited to all mechanical/electrical assembly, connections, and instrumentations.
  3. Develop a Demonstration Plan that includes all details for system monitoring, data recording and storage, for evaluating and validating system performance.
  4. Procure a BESS for delivery to NAVFAC EXWC.
  5. Provide technical support for system installation, startup and commissioning. System installation will be performed by others.

As a result of the market research analysis, this procurement will be 100 percent set-aside for Small Business and is identified under NAICS Code 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).  The Government will only accept offers from small business concerns.

The type of contract anticipated is a Firm Fixed Price (FFP), utilizing the policies in FAR Part 13, Simplified Acquisition Procedures.  The Navy intends to award one (1) contract for this requirement.  The anticipated contract term is 300 days. 

The anticipated release date of the solicitation is no later than 17 April 2020 and will close approximately 45 days thereafter.  The anticipated award date is 30 June 2020.  The solicitation will be made available electronically through Contract Opportunities at beta.sam.gov, which has officially replaced the FBO (www.fedbizopps.gov) website.  It is the responsibility of the interested parties to review the referenced web link frequently for updates.  No paper copies of these documents will be issued.
