This procurement action is being conducted in accordance with FAR Part 15. Pursuant to 10 U.S.C 2304(c)(1), General Dynamics Advanced Information Systems is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract is for design agent engineering and technical services as well as hardware acquisition for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of the INDEPENDENCE variant. These systems consist of, but are not limited to, the Engineering Control System (ECS), Integrated Combat Management System (ICMS), its interfaces, Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) elements, software applications, the networking environment hardware, as well as, the Hull-Mechanical & Electrical (HM&E) Systems. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
