This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the

format in FAR Subpart 12.6 and procedures of FAR Subpart 13.5, as supplemented with

additional information included in this notice. This announcement constitutes the only

solicitation: proposals are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2021-05 effective 10 March 2021.

This combined synopsis/solicitation is issued as a Request for Quote (RFQ) with solicitation

number 127EAT21Q0032. This acquisition is 100% set-aside for small businesses.

The North American Industry Classification System (NAICS) code for this solicitation is 561720 Janitorial Services. Small Business Size Standard is $16.5M.

Contractor shall furnish all equipment, labor, supplies, supervision, transportation, and incidentals necessary to perform toilet cleaning services in accordance with the requirements and specifications contained herein. Any refuse from restrooms must be removed from National Forest. Government will be responsible for facility maintenance including replacement of broken or vandalized items and vault pumping. Supplies and Services include all restrooms. (NOTE: Bidder must bid on all items).

Contractors must be registered in the SAM database in order to receive a contract award from

any USDA Forest Service activity. Prospective offerors must be registered in SAM prior to

award. Lack of registration in the SAM will render an offeror ineligible for award. SAM

information at www.sam.gov. Offerors may complete Representations and Certifications online

via SAM at www.sam.gov. Ensure DUNS and CAGE Code numbers are provided with the

proposal. DUNS at www.dnb.com. Offerors shall have and shall maintain an active registration

in the SAM database to be eligible for a Government contract award. If at the time of award an

Offeror is not actively and successfully registered in the SAM database, the Government reserves

the right to award to the next prospective offeror.
