The Defense Human Resources Activity (DHRA) Enterprise Operations Center (DEOC) conducted market research and posted a sources sought notice on February 21, 2020 (Notice ID:  DEOMI_Assessment_to_Solutions_(A2S)) for the Defense Equal Opportunity Management Institute (DEOMI) Assessment to Solutions (A2S) requirement. 

The sources sought notice resulted in eight responses from industry including two from HUBZone certified small businesses.  The Government conducted telephonic capabilities briefings with both HUBZone businesses to further determine their technical capabilities.  As a result of these briefings, the Government determined that Human Resources Technologies, Inc.  (HRTec) of Alexandria, Virginia, is the only HUBZone business capable of performing the Government’s requirements.

Per 15 U.S.C. 657a, as implemented in Federal Acquisition Regulation (FAR) 6.302-5(b)(5), sole source awards under the HUBZone Act and FAR 19.1306, the Government intends to award a sole source contract to HRTec for DEOMI’s A2S requirement.  The contemplated period of performance for this award will be a 12-month base period, with one 6-month option.  The Government intends to fully compete this requirement in the future. 

Note that this is not a request for competitive proposals.  However, all interested parties (HUBZone certified small businesses only) who believe they can meet the requirements are invited to submit, in writing, complete information describing their ability to provide the services in accordance with the sources sought notice.  All correspondence shall be done in writing; no phone calls will be accepted.

Written responses shall be submitted no later than Tuesday, April 21, 2020 at 11:00 a.m. Eastern.  Any responses received after this date and time will not be considered.  A determination by the Government not to award this requirement as a HUBZone sole source, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
