This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, in conjunction with FAR Part 13 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is 12405B23Q0111 and is issued as a Request for Quotation (RFQ).  This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2023-01.  This solicitation is being solicited as a Total Small Business Set-Aside.  The North American Industry Classification System code is 238910 Site Preparation Contractors.  The small business size standard is $16.5M.

Description of Work.  The Contractor shall furnish a technical and cost proposal to provide services to demolish and dispose of Building 11.   The project is to demolish and dispose Building 11 in its entirety, backfill any resulting voided areas with friable topsoil to match the surrounding ground, and establish turfgrass for permanent erosion control.  Building 11 is a one-story, ā€œUā€ shaped concrete structure with flat roof and a crawl space basement.  Building is approximately 3,600 square feet.  Work must be performed in strict accordance as detailed in attached Statement of Work (SOW). 

FAR 36.204 Disclosure of the magnitude of construction projects.  Between $100,000 and $250,000.

Project Location.  USDA, ARS, SEA, US Vegetable Laboratory, 2700 Savannah Highway, Charleston, SC  29414.

Questions.  All questions pertaining to this solicitation must be in writing and must contain reference to the solicitation number.  All questions will be addressed by email only.  Submit questions referencing solicitation number electronically to [email protected].  Questions are due on or before Tuesday, March 7, 2023, by 12:00 p.m. Central Time (CT).  Telephone inquiries will not be accepted.

Quotation Submission.  Quotations referencing the solicitation number should be submitted electronically via email to [email protected] by MONDAY, March 13, 2023 no later than 3:00 p.m. Central Time (CT)No late quotations will be accepted.

In order to be considered for award, Offerors shall respond by submitting:

  • Fully completed and signed SF 1442 Offer page referencing solicitation number including SAM Unique Entity ID (UEI); acknowledgement of any amendment documents (if applicable).
  • Technical proposal
  • Detailed Cost Proposal with cost breakdown for the entire project as specified in the statement of work.

Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation.  Registration is free and you may register online at www.sam.gov.

Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.
