700^th Contracting Squadron, Kapaun Air Station, Germany intends to negotiate a sole source procurement with Global Ground Support, LLC for one (1) Aircraft Deicing Trainer Simulator meeting the following specifications: Upgraded with PQ joysticks used in Glbal Deicers, system includes all hardware (CPU, 37” monitor, keyboard, mouse) and one software license.

This simulator is an exact replica of the Deice trucks used by the entire U.S. Air Force. Global Ground Support is the sole supplier of the deicing trucks for the U.S. Air Force since 14 July 2014. Additionally, Global Ground Support is the only supplier for the training devices for their equipment.

This is a sole source procurement under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 13.106-1(b)(1)) and (FAR 13.501). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however, any vendor that believes it can meet the requirements may give written notification to the Contract Specialist by 0900 Eastern Time on 10 August 2016. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
