The Arkansas Army National Guard has a requirement for the deformation of Expended Small Arms Cartridge Casings (ESACCs) and small arms brass gleaning from range clearance operations at Fort Chaffee Maneuver Training Center, Fort Smith, Arkansas and Camp Robinson Maneuver Training Center, North Little Rock, Arkansas.
This requirement will a 100% Small Business set aside. The awardee must be actively registered in the System for Award Management (SAM) system. The awardee must have current Representation and Certification (Reps and Certs) current on the SAM website that confirms their small business status in the applicable NAICS category.
The attached Statement of Work outlines the requirement and identifies the expected quantities. This requirement is for the deformation of the ESACCs only and does not contain a provision for the sale of the material.  The Government anticipates awarding a base + 4 option year contract. The award decision will be based on the lowest price proposal of all technically acceptable firms. Technical acceptance will be determined by evaluating past performance in the sub factor categories of Quality Control, Management Effectiveness, Technical Expertise, and Timeliness.
