Amendment A001.: Question: Request clarification for Solicitation Number RFQ-CO2008510022, Definitional Mission for Manizales & Medellin Surface Transportation Projects in Colombia for the following items: Solicitation was issued on 27 June with a due date of 11 July. Given the amount of data required for the proposal submission, we would request an extension to 31 July for submission. Following paragraph 1.15.4, The USG has required "all deliverables" be provided on or about 29 August 2008, or just over a month after proposal due date. Please specify which of the multiple deliverables identified in paragraph 2 and 3 are due by 29 August. Clearly most data will be developed during the one year performance period, and not available for submission on 29 August. Answer: September 30, 2008 is the end of the fiscal year therefore the program requires projects be identified and the deliverables presented to USTDA with enough reaction time to proceed with any identified actions before fiscal year end. The Due date of July 11, 2008 remains unchanged. The purpose of Amendment A001 is to clarify the difference between a deliverables due date and the period of performance end date. The Government has reasonable expectations that the deliverables from the definitional mission could identify projects for Fiscal Year 08 funded application(s). The August 29, 2008 deliverables due date from the definitional mission is correct and firm. The period of performance ending date does not have a direct application as to when deliverables are due.
