1) Under Item 11. Deliveries or Performance, it is unclear if the date for submitting all deliverables is on or about May 21, 2014 or, one year from the date of the CO's signature on the contract. It had better be the latter since, with the upcoming World Cup, travel to and in Brazil is very problematic. It would be hard to begin the project in-country before the World Cup is over.

Answer: The Contractor should have no problem traveling to Brazil in April.

2) Under Item 13, specifically Technical Proposal, I see that one of the five points to demonstrate is "Knowledge of country and/or region, including relevant foreign language skills;" As the project involves travel to states like Sergipe, Para, and Tocatins, where the use of English is probably minimal, is it anticipated that the successful bid include fluency in Portuguese, or use of an interpreter?

 Answer: If the Contractor does not speak Portuguese, he/she would need to hire an interpreter for any meetings where the individuals are not able to have meaningful discussions in English.
