1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M2000117Q0007 is being issued as a Request For Quotation (RFQ). This solicitation documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, effective 19  January 2017 and DFARS Change Notice (DCN) 20161222, effective 22 December 2016; please see attached RFQ for all appropriate provisions and clauses.

The North American Industry Classification System (NAICS) Code is 611699 and the small business size standard is 11.0 Mil. This acquisition is set-aside 100% for Small Businesses. Quotes received from concerns that are not a small business shall be considered nonresponsive and will be rejected.

2) General Requirement:  This RFQ is being issued for:

CLIN 0001 - A two (2) day defensive and evasive driving course at a contractor provided training facility for up to 40 students from 3 - 4 June 2017, in accordance with the attached Performance Work Statement (PWS).  The Contractor shall provide an instructor to student ratio at a minimum of 1:3 for driving instruction and a minimum of 2:40 for classroom instruction. All training will be conducted on a contractor provided training facility. The training facility shall be within 50 miles of Fort Story, Virginia Beach, 23459.

3) Contractors responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. The contractor should also provide its Commercial And Government Entity (CAGE) Code, Contractor Establishment Code (DUNS number) and Tax Identification Number (TIN). Contractors must be registered in the System for Award Management (SAM) to be eligible for any resulting awards (NO EXCEPTIONS).
