Pursuant to 13.106-1(b), the Federal Highway Administration(FHWA) intends to negotiate three  sole source purchase orders to supply five Dedicated Short Range Communications (DSRC) Roadside Units (RSUs) and 40 hours of technical support during the field testing period for the Connected Vehicle Program with the following vendors:

•·         Arada Systems

•·         Savari Inc

•·         Cohda Wireless America LLC

In order to ensure interoperability of the various vendors' devices, FHWA has a need to procure limited number of devices from all three vendors. No other sources can satisfy the requirements to support the version 4.0 specification for roadside units as published in the DSRC Roadside Unit (RSU) Specifications Document v4.0 by the US Department of Transportation (USDOT) on April 15, 2014. 

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
