The intent of this presolicitation notification is to issue the Technical Requirement Document (TRD) for Airborne Data Recorders (ADR).

All responsible sources may submit a response in the form of a capability statement, which, if received by the response date of this notice, shall be considered by the agency. Submission of any of documents shall be at the contractor's expense.
