The project consists of the following:
1. Provide new temperature controls
2. Replacing exhaust and supply air flow sensors in all labs.
3. All new control valves, damper actuators, temperature and pressure sensor for all 6 AHUs.
4. Replace all supply and exhaust VAV boxes including actuators and controls.
5. Re-balancing of room air flows and all coil water flows
6. Remove all Pneumatic controls and pneumatic air system.
7. Replace the 6 existing Air handling units (AHUs) with new AHUs.
8. Replace in-duct fire alarm devices at the AHU's
9. Modify sprinkler piping in fan rooms to adapt to new fan and duct configurations.
10. Replace 6 lab exhaust fans on roof with 2 new coil to coil heat recovery exhaust systems. .
11. Rebalance the supply and exhaust air systems to establish 10 air changes per hour in the lab spaces and a pressure differential of -0.05" in the laboratory to keep the laboratory negative relative to the corridor.
12. Provide two new hot water preheat coil systems including dual pumps and converters and all controls.
13. Provide two new glycol heat recovery coil systems including dual pumps and converters and all controls.
14. Replace all zone perimeter hot water heating control valves.
15. Replace and/or relocate certain supply air diffusers to improve air distribution and reduce drafts.
16. Reprogram the BAS and add equipment to generate outgoing message to contact building maintenance.
It is anticipated the Request For Proposal (RFP) will be posted to Federal Business Opportunities (www.fbo.gov) on or about November 10, 2015 and will close on or about December 23, 2015. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted.

Market research is being conducted to determine if there are Service-Disabled Veteran-Owned, 8(a), HUBZone, or Small Businesses with the capabilities and experience to perform the required work. All interested parties should submit a capabilities package to include business classification (i.e. SDVOSB, HUBZone, etc..), as well as examples of three projects completed within the last ten years that included the work specified above that will be required under this project (including renovation of a laboratory, hospital, electronics fabrication facility, or similar high-technology facility), and that had a total project cost in the same range estimated for this project.
