The work must commence prior to the date the shipyard is required to provide final drawings and related data for construction of the individual ship to the Navy. Consequently, only Ingalls, the shipbuilding yard for DDG 113, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in CJ&A 21,051, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.
