Synopsis/Solicitation N00178-17-Q-0129 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation.

This requirement is not set-aside for small business.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Data Device Corporation (DDC), 105 Wilbur Pl, Bohemia, New York, 11716-2426, a quantity of five (5) 1553 Interface Adapter Cards with Part Number BU-65569I2-300 in accordance with the attached SF18.  DDC is the Original Equipment Manufacturer (OEM) for these specific 1553 Interface Adapter Cards which are already integrated into the Data Link Simulation (DLS) systems in use at NSWCDD and the infrastructure is built around DDC products and extensive testing has been performed with this particular hardware.  If another vendor's product was to be selected, it would require significant upfront and long term testing and logistics support, requalification and training.  Selection of a different source for this highly specialize product could require significant modification to the existing simulation systems.

Please include shipping/freight cost for FOB destination Dahlgren, Virginia 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
