The Bureau of Reclamation, Lower Colorado Region, Yuma Area Office, Yuma Arizona, intends to award, on a sole source basis a Firm Fixed Price contract, with a Base Year and Four Option Year periods, to Control Systems International, Inc. (CSI), 8040 Nieman Road, Lenexa, KS 66214-1523 for the annual support and software service agreement for the User Configurable Operating System (UCOS) software, UCOS for the Yuma Area Office, Yuma Desalting Plant (YDP) Distributed Control System. The YDP UCOS was developed and is currently maintained by CSI.

This procurement is being conducted pursuant to Federal Acquisition Regulations (FAR) Part 12 and 13. Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement. A Justification for Other Than Full and Open Competition will be prepared in support of this acquisition and posted in accordance with FAR Subpart 6.305.

This procurement will be awarded using simplified acquisition procedures. The anticipated award date is August 12, 2016. The North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services; and the size standard is $27.5 million. Vendors that recognize they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than July 11, 2016. Responses received after July 11, 2016, will not be considered by the Government. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or and "other than small business" under North American Industry Classification System (NAICS) Code identified herein.

A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
