This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2021-05, effective as of 10 March 2021.

Title: DCO Transportation and Vertical Structures (TVS) Senior Program Officer (SPO) Full-Time PSC

Position Information: Full-Time Personal Services Contractor (PSC)

One (1) one-year (2,087 hours per year), renewable for up to 4 years at the sole discretion of the Government.

Pay Band: 4A $95,000 -$140,700 ($45.52 - $67.41 per hour)

The PSC may receive a pay supplement of 15% of the employee’s direct labor cost in lieu of fringe benefits.

Amendment 0001: The purpose of Amendment 0001 is to answer questions submitted by interested offerors.

1. The bio-data form has a section entitled "MCA Involvement." What does this entail? Does "involvement" extend to long-term TDYs at the MCA?

A: This section refers to your direct working experience with any of the MCAs for any amount of period, short and long. If you have any experience working directly with the MCA, please list your engagements. This is simply to verify any conflicts of interest to our MCC work.

Amendment 0002: The purpose of this Amendment 0002 is to extend the RFQ submission deadline from 5:00pm Eastern Time, July 06, 2021 to 5:00pm Eastern Time, July 20, 2021.

Amendment 0003: The purpose of this Amendment 0003 is as follows:

1. Extend the Closing Date for Questions: 05:00 PM Eastern Time, Jun 22, 2021 to 05:00PM Eastern Time, Oct 15, 2021.
