•2.    NATURE OF ACTION:

The Center for Materiel Resources in the Dallas Regional Office is responsible for all regional office space for SSA.  Due to the specialized nature of SSA work and documents contained within office space, there are certain offices which must be cleaned during the daytime hours.  The majority of offices are cleaned at night per the lease, but these daytime cleaining services must be paid for separately.

•3.    DESCRIPTION OF SERVICES AND ESTIMATED COST

This acquisition is for daytime cleaning services for the Dallas Regional Office at 1301 Young Street.  The period of performance is October 1, 2010  - September 30, 2011. Estimated costs are $3,950.00 per month for 12 months -  a total of $47,400.00.

•4.    ACQUISITION PLAN STATUS:

The advanced procurement plan for this acquisition is RCF-11-10801-06 for fiscal year 2011 funds.  The anticipated contract award date is October 1, 2010.

•5.    STATUTORY AUTHORITY:

The daytime cleaning services to be procured are "commercial" in nature, as defined at Federal Acquisition Regulation (FAR) Part 2, and will be solicited for using FAR Part 12 provisions/clauses, as well as the procedures outlined at FAR 13.500 "Test Program for Certain Commercial Items." The acquisition will be a sole source as described at FAR 13.501 (a) (2) (ii) utilizing simplified acquisition procedures under  the authority of the services Acquisition Reform Act of 2003 (41 U.S.C. 428 a).

•6.    CONTRACTOR'S UNIQUE QUALIFICATIONS:

The proposed contractor holds the lease for the SSA Dallas Regional Office.  This lease was negotiated and awarded by the General Services Administration.  These services are not available from any other source.

•7.    SOLICITATION EFFORTS

Because the requested services are only available from HPI/GSA - 2B, L.P., and this action is greater than $25,000, SSA is required to post a notice of intent at www.fbo.gov.

•8.    REASONABLENESS OF COST:

The offered price is comparable to pricing paid in the past and is determined to be fair and reasonable.

•9.    MARKET RESEARCH:

The current building lessor is the only contractor who is able to provide these services.

•10. OTHER FACTS:

None.

•11. LIST OF SOURCES EXPRESSING INTEREST IN THE ACQUISITION:

At this time, no other sources have expressed an interest in the acquisition.  It is anticipated that no other offers will be received as the services can only be provided by the building lessor.

•12. PROCUREMENT HISTORY:

This is a requirement to obtain daytime cleaning services for the SSA Dallas Regional Office.  Because of the sensitivity of some information and computer systems located in the regional office, some specific office spaces must be cleaned during daytime hours when employees are present.
