It has been determined that the Datex Ohmeda Aestiva S/5 Anesthesia Machine is the only anesthesia delivery unit capable of meeting this requirement of the Womack Army Medical Center in Fort Bragg, NC due to the need for standardization of equipment. It has been determined that Datex-Ohmeda is the only manufacturer capable of meeting this requirement. Anesthesia machines from Datex-Ohmeda are currently in use in the Operating Rooms of Womack Army Medical Center. In order to maintain a safe environment for the patient, Womack is standardizing this critical medical equipment which is extremely important. Anesthesia is a critical part of any surgical procedure and uniformity in the operation of the anesthesia equipment is important. Other anesthesia machines on the market utilize a different anesthesia delivery system. Therefore, the acquisition of a non Datex-Ohmeda machine would require extensive training for all the anesthesia providers and/or technicians. Changing practice patterns to accommodate different anesthesia delivery systems would impose an unnecessary burden on the clinical staff and could potentially jeopardize patient care. In addition, since all machines would be the same, the same repair parts can be used for all machines thereby reducing cost to the customer. The statutory authority permitting other than full and open competition is section 4202 of the Clinger-Cohen Act as implemented by FAR 13.501, using the test program for commercial items.The applicable NAICS Code is 423450 with a size standard of 500 employees.
