The National Geospatial-Intelligence Agency (NGA) intends to award a sole source contract to NAV2 (SHANGHAI) CO., LTD. FORTUNE GATE MANSION, SUITE 806, 1701 BEIJING ROAD W. S., BEIJING, SHANGHAI, 200040, CHINA, for robust geospatial road and other feature data over the country of China to be used at the 2008 Beijing Olympic games and follow-on support. The acquisition is for a license for multiple Concurrent Government End Users to access the Licensed Data hosted on NAV2’s servers. NGA will have the rights to use the data in any form in perpetuity. The contract will be for a base year with four additional option years of access to the data. The estimated cost is $1,312,000.00. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The resultant contract will be a firm fixed price contract and is anticipated to be awarded NLT 06 June 2008. While awarding on a sole source basis has been researched and justified, any other responsible source that is authorized by the government of China to permit access to this type of data in support of the 2008 Olympics and beyond, is encouraged to contact Kathleen D.
