The National Park Service, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Intermountain Cash Register for the reprogramming of over 200 Datacap Credit Card devices. The sole source determination is based on National Park Service requirement for management the conversion of approximately 200 Datacap Credit Card devices from Global payments processing to Fifth Third Ste Petersburg processing platform. The work involved in reprogramming over 200 devices involves knowledge of the existing park unit's cash registers and Advantage database and extensive planning and coordination with the parks, Fifth Third Bank, the NPS Accounting Operations Center, and the NPS Fee Program to ensure there is a seamless conversion that will not disrupt the fee operation or visitors. The reprogramming of the modems must work with the existing cash registers and Advantage database. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide Datacap reprogramming to fully meet the Governments requirement as indicated above may submit substantiating documentation in writing to the identified point of contact within the expiration of this notice. Such documentation will be evaluated solely for the purpose of determining where or not to conduct this procurement on competitive basis. A determination by the Government no to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
