NIST requires data logger units to be able to provide the capability to 1) provide inputs for 12 anemometers and 8 analog inputs, Non-programmable (should already be set up), plus extra channels for wind vanes to measure direction. Must be able to record data every one minute. 2) 1 Hz sampling rate, 3) water tight enclosure already setup for field use. Based on NIST’s recent market research, NIST has only identified the one source that can provide and meets its requirements: Second Wind, Inc. Therefore, The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with Second Wind, Inc., in Somerville, MA for the following data logger units: 301 - Nomad 2 Data Logger- Includes Nomad 2 user's manual, Nomad Desktop software, four 9V alkaline batteries, 6' serial cable, mounting hardware, 32MB Compact Flash card, 4 cable grips; quantity: 3 352 - CDMA Package (GSM Ant/ MNT BKT's/ 12VDC Battery/ 5W Solar Panel); quantity: 3 981 - Second Wind C3 Anemometer w/ Bootie; quantity: 30 983 – Secon JWind PV-1 Wind Vane w/Bootie; quantity: 3 395 – SWI Thermistor w/ 12 feet (3.5 meter) cable; quantity: 3 144 - Radiation Shield for Temp/Therm Sensors - 6 plate radiation shield. Includes mounting bracket assembly; quantity 3 122B - 22" Single Sensor Bracket; quantity 12 The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear and unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
