On behalf of the Bureau of Economic Analysis (BEA), Under the Authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with R.L. Polk & Co., Southfield, MI, on a sole source basis to provide early reporting registration data for the improvement of Gross Domestic Product GDP estimates. The data requirements are as follows:

Time Period First 15 days of the previous calendar month (data sent in July should reflect the 15 days of June)

Option Year 1: 07/01/2014 - 06/30/2015
Option Year 2: 07/01/2015 - 06/30/2016
Option Year 3: 07/01/2016 - 06/30/2017
Option Year 4: 07/01/2017 - 06/30/2018

Telephone request will not be honored.  Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. In doing so, interested sources must submit pricing and other information that demonstrates their ability to meet BEA's needs. Detailed capabilities must be submitted to Rhonda Talbert via email address at [email protected]. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 8 days from the publication of this synopsis, a contract may be issued to R.L. Polk& Co., without further notice.
