USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Darwin Chambers Company, LLC, 2945 Washington Ave, Saint Louis, MO 63103-1305, on a sole source basis. The government requires two (2) two-door Darwin incubators with timed lighting, chart recorders, and data loggers and one (1) table-top Darwin temperature and humidity controlled incubator. Darwin Chambers Company, LLC is the sole manufacturer and supplier of the required equipment and the only company capable of fulfilling this requirement.

The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). The NAICS code for this requirement is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 500 employees.

Interested parties may submit their capabilities and qualifications or quotes to provide this requirement in writing to the identified point of contact not later than 5 days from the date of this notice. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No RFQ/RFP will be issued based upon this Notice of Intent. Oral communications are not acceptable in response to this notice.
