THIS IS A NOTICE OF INTENT TO SOLE SOURCE. The Drug Enforcement Administration (DEA) Office of Forensic Sciences (SF) has a requirement for an AccuTOF-DART system in which the Government intends to award a sole source contract to JEOL USA.

DEA has a requirement for a Time-Of-Flight (TOF) mass spectrometer directly interfaced (no flange) with a Direct Analysis in Real Time (DART) sample introduction at atmospheric pressure with sample introduction into gas stream (NOT liquid/DESI). This is to include the following:

a)Time-of-flight Mass Spectrometer including ESI ion source, ion transmission guide, ion accelerator, reflectron analyzer, ion detection unit, ADC system, evacuation and control system.

b)Data System with JEOL MassCenter mass spectrometer software suite.

c)N2-30 Nitrogen Generator 30 lpm.

d)MS-50030NT Nitrogen Ballast Tank.

e)MS-TABLE Table for Mass Spec Data System.

f)ACT-SVP-45A Fixed 45° Angle Mount for DART-SVP for AccuTOF.

g)MS-UPS-LCTOF50 APC Smart-UPS RT Tower 5kV UPS System for AccuTOF.

h)ACT-SI-610-GIST IonSense Vapur Interface for AccuTOF T100 LC/MS System.

i)SI-MZ2 Vacuubrand MZ2NT Diaphragm Pump For Vapur.

j)ACT-SVP-3DS-PKG 3+D Scanner Package for 3DS Scanning and XZ Transmission DART AccuTOF.

k)PFES Portable Filtering extraction system. l)MS-TSS-SOFT Shrader System Software for Mass Spec Data Reduction.


The contractor’s installation team will be required to attain the appropriate background clearance for any work performed on-site at the DEA Special Testing and Research laboratory.

The contractor must have US based TOF-DART service organization, for which documentation is required, including full disclosure of names, locations, training, and years of experience.

The vendor must have US based parts stocking, for which documentation is required.

The contractor must provide telephone and email support, for which telephone and email addresses will be provided.


The contract is for supplies and services for which the Government intends to solicit and negotiate only with JEOL USA. All communication regarding this posting shall be in writing and be received by September 28, 2012 at 2 p.m.
