This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

The US Consumer Product Safety Commission (CPSC) Laboratory Science Division-Chemistry (LSC) intends to issue a Request For Quotation (RFQ) to award a contract for the purchase of a new DART-MS system for the chemical identification and analysis of LSC samples.

The main purpose of this instrument is the screening of large quantities of samples for regulated chemicals such as phthalates, tri-alkyl phosphates, nicotine, methyl salicylate, alkyl nitrates, etc. in consumer products. The acquisition will include delivery, unpacking, setup, installation, training and warranty. This requirement must be provided on a firm-fixed price basis.

The provision at 52.212-1, Instructions to Offerors-Commercial Items (Mar 2023), applies to this acquisition. In addition to the requirements of FAR 52.212-1, the quote must prominently display the offeror's Taxpayer Identification number, CAGE code and Unique Entity Identification number, as well as contact information for the offeror's point of contact for the quote. A valid SAM.gov registration is required for award. 

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (Dec 2022), if the annual SAM registration has not been completed. If the SAM registration has been completed, Offerors shall only submit paragraph (b) if there are applicable exceptions to the current registration.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Dec 2022), applies to this acquisition.
