No-cost CE contracts are not subject to the Federal Acquisition Regulation (FAR) or Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information because they do not involve the expenditure of appropriated funds. However, the right to circulate advertising in these publications to the DoD readership constitutes contractual consideration to pay for these DoD publications.

The successful offeror will provide the necessary support (content writers, editors, publication support, advertising sales, etc.) to ensure the final publication contains significant information about DARPA's history, past achievements, organization, and current and future programs and initiatives.
