Solicitation N00421-15-T-0078 is issued as intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Barbour Stockwell Incorporated (BSI), under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). BSI designed the existing hardware and is proprietary. Any other company will not be able to modify the BSI hardware to achieve the purpose of dampening vibrations and still interface with the remainder of the test equipment without also redesigning those interfaces. Procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability.
