The Naval Air Systems Command intends to negotiate and award a sole source cost-reimbursement type order with DRS Systems, Inc. Melbourne, FL for non-recurring engineering (NRE) for technical insertion of the DAIRCM software Operational Flight Program (OFP) into the MH-60S, UH-1Y, AH-1Z, H-6, and HH-60G platforms; NRE for boresight test kit development, production, and delivery; repair of test assets; and the procurement of WRAs for concomitant integration in support of the AN/AAQ-45 Distributed Aperture Infrared Countermeasures (DAIRCM) Joint Urgent Operation Need Statement (JUONS) system configuration to support Department of Defense (DoD) requirements.
These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
