The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source cost-reimbursement type order with DRS Systems, Inc. Melbourne, FL for non-recurring engineering, including associated production of sensors, processors, lasers, and fiber optic cable assemblies (FOCA), to integrate and test the AN/AAQ-45 Distributed Aperture Infrared Countermeasures (DAIRCM) Joint Urgent Operational Need Statement (JUONS) system configuration onto the United States Air Force (USAF) HH-60W Combat Rescue Helicopter (CRH) to support Department of Defense (DoD) requirements.
This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
