SPECIAL NOTICE TO SOLE SOURCE

The Office of Treasury Procurement Services (OTPS); Programs Support Branch, intends to negotiate a six-month sole-source acquisition with Bulletin Intelligence LLC for the procurement of expert-edited daily news briefings for senior executive Treasury Officials. The online service briefings shall include a human-edited top level view of the day's news about the U.S. Department of The Treasury. Coverage should include substantive mentions of Treasury and senior Treasury officials. Additionally, the briefings shall inform Treasury staff about the most important elements of key stories appearing in local, regional and national news media markets and time-saving coverage of Treasury's targeted areas that includes television news that is seamlessly integrated with print coverage. Coverage from blogs and specialty press were available shall also be included.

No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 9:00 AM, EDT on 31 October 2016. Responses shall be submitted to Ms. Pamela Robinson at [email protected].

Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No and CAGE Code;
3. Point of Contact, and secondary contact, information;
4. A description of online subscription and its overall capability.

It is your responsibility to demonstrate how your company's service is capable of meeting the government's need as stated above. The Government will not seek additional information from your company if you fail to provide sufficient evidence.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
