Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 1 year with Moby Inc, 3401 Fremont AVE N STE 241 Seattle, Washington 98103 to develop a mobile app intervention for veterans with PTSD for the Bedford VA Medical Center. Moby Inc has prior experience and expertise in developing PTSD software for the Bedford VA. Moby Inc. will utilize coding and programming from their previous app to develop the software is the only vendor that can provide the services. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 541511 with a $30 MIL size standard. The PSC is DA01. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
