Arcata Associates, Inc. has a requirement for 1 each GOLD-DIS, 1 each GOLD-DIS-G2,1 each GOLD-DIS, 1 wach GOLD-DIS, 1 each Bronze-STD, 1 each SILVER-STD.Arcata Associates, Inc. intends to purchase the items from WYLE Laboratories, Inc 44417 Pecan Court California, MD 20619. Wyle Laboratories, Inc. is the only responsible source which is capable of satiisfying the agency's unique need for the following reasons:We recommend that the Government acquire the annual maintenance and support renewal license identified by the procurement request 12-2220 by means other than full and open competition. This annual licensing agreement procurement supports an existing NASA DFRC capability (Western Aeronautical Test Range WATR), this capability provides for the processing of flight data archive files produced by the Wyle Omega telemetry front-end system. This Wyle Omega front-end system is currently in use by the WATR.The estimated period of performance for this procurement will commence January 28, 2012 and continue through January 27, 2013 This procurement will be awarded as a sole source. Wyle Telemetry and Data Systems Division will be responsible for delivering the software licensing and maintenance identified in the purchase request.This procurement will be procured under statutory authority permitting other than full and open competition, FAR 6.302-1, Only one responsible source and no other supplies and services will satisfy agency requirements (10 U.S.C. 2304 (c)(1)).Wyle Telemetry and Data Systems Division is the only responsible source which is capable of satisfying the agency's unique need for the following reasons:a. Wyle Telemetry and Data Systems Division developed the ODE software and thetelemetry front-end system to which it interfaces. Wyle Telemetry and Data Systems Division possesses the detailed knowledge for all aspects of the telemetry front-end system and the proprietary data file formats, which is unavailable to another firm. Wyle Telemetry and Data Systems Division owns the unique detailed design information and has personnel with the knowledge and ability to interface to the telemetry data system files and to perform the processing necessary. The personnel and design information are critical in implementing the required capabilities b. Wyle Telemetry and Data Systems Division, as the sole producer of the ODEsoftware and licensing and maintenance support specified has the unique capabilities required to produce this solution. Due to the proprietary nature of the intellectual property, Wyle Telemetry and Data Systems Division is the only firm that can provide these required services and materials. c. Schedule risk and cost will be significantly reduced through the utilization ofan existing unique capability identical to that currently used by the WATR. The time and cost of a detailed technical analysis of the capabilities provided by the Wyle ODE software will be avoided, and the time and cost of the development of an alternate solution will also be avoided.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. Pacific Standard Time on February 24, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
