The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, Visual Communications and Television Services for Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD. The WRNMMC architecture includes a video distribution and management system to provide television viewing to twelve hundred (1,200) set top boxes and seventy-four hundred (7,400) desktops on the network. The Contractor is required to provide a video distribution system with all necessary hardware and software to support an integrated system providing video management, encoding, channel guides, presentation platform, distribution, video on demand, and set top boxes. This requirement is for Internet Protocol Television (IPTV) services which include VBrick (IPTV Technical service) and Satellite TV content with digital signage service under one contract. The scope would include the provision of service and maintenance support including technical service and VBrick hardware maintenance and content, infrastructure revitalization, and operational maintenance of the Command’s cable and IP-based television services for the Walter Reed National Military Medical Center Campus in Bethesda, Maryland. The Contractor is required to have valid and current DIACAP approved VBrick certifications and must be a partner with ability to deliver both VBrick and Satellite TV content as an organization for all the IPTV systems and applications used by WRNMMC. The Contractor shall provide maintenance service and contract with VBrick and the Satellite TV content provider as one. The contract is intended to cover all types of IT video/communication services support. FLC's intent is to process this procurement on a sole source basis to LTI DataComm, Inc., Sterling, Virginia, Women-Owned Small Business, because they have valid and current VBrick certification and are partnered with the ability to deliver both the VBrick and the Satellite TV content provider as one. LTI DataComm, Inc. is the sole source provider of VBrick support and services for the Department of Defense medical facilities in the National Capital Area (NCA) because LTI DataComm is the only registered VBrick partner properly trained, certified and authorized to perform installations, support and services on behalf of VBrick Systems in the NCA. VBrick is the only solution that can be implemented on the DoD network for distribution network TV (IPTV) and digital signage services because VBrick solution was DIACAP and has full Authorized To Operate (ATO). FLC's intent is to issue a firm-fixed contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The solicitation will include the FAR Clause entitled “Option to Extend the Term of the Contract (52.217-9)� and “Option to Extend Services (52.217-8).� In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that the exercise of the option(s) is the most advantageous method of fulfilling the Government’s requirement, price and other factors considered. Services are scheduled to begin on October 1, 2013 with a 30 day start-up period making award by September 1, 2013. The Period of Performance will be a base year plus two one-year options, ending 30 September 2016, if all options are exercised. The solicitation number is N00189-13-T-Z057. However, all capability statements, detailing in particular the DIACAP approved VBrick certification with the arrangement of providing the VBrick IPTV and Satellite TV content as one package, received by 09 April 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
